Except for a lot of libraries you have to buy a library card. And even if you don’t your tax dollars help pay for the library regardless of whether you use it or not.
There is still money being exchanged for that service even if it’s not as clear cut and direct as buying a book at Barnes and Noble, reading it, and owning it.
The difference between buying a book and owning it and a library is that you’re basically paying to rent the book at a library. It’s not your property; it has to be returned. Illegally downloading something is not the same as renting it, you own what you download and for no charge, so this comparison between the two is really quite incorrect.
Libraries DO charge money for their services, maybe just not directly.
